Special Meeting of the Planning, Economic Development and Infrastructure Strategic Policy Committee (SPC) held on Thursday 27^th July 2023 at 10 am on MS Teams.

Cllr. Sean McDermott was experiencing issues with his internet connection and was unable to login initially to the meeting.  As per standing orders, in the absence of the Chairperson the Members present of the Committee shall choose a member to preside as Acting Chairperson.  It was agreed that Cllr. Justin Warnock would act as Cathaoirleach until Cllr. Sean McDermott was in a position to login.

Agenda – Approval of the County Leitrim Road Safety Strategy 2023 – 2030 and County Leitrim Phase 1 Road Safety Action Plan 2023 – 2024

At the outset, Terry McGovern introduced the County Leitrim Road Safety Strategy 2023 – 2030 and County Leitrim Phase 1 Road Safety Action Plan 2023 – 2024.  Terry McGovern outlined that there will be further Action Plans covering the years 2025 – 2027 and 2028 – 2030.  Terry McGovern outlined that there is a Road Safety Working Together Group (RSWTG) in place which has developed and approved this Strategy and Action Plan. 

Kathryne Bohan then presented the County Leitrim Road Safety Strategy 2023 – 2030 and County Leitrim Phase 1 Road Safety Action Plan 2023 – 2024 to the members of the SPC.  Kathryne Bohan outlined that the Government Road Safety Strategy 2021 – 2030 and Government Phase 1 Road Safety Action Plan 2021 – 2024 were launched in December 2021.  The aims of the Government Strategy and Action Plan are as follows:-

·       Government Road Safety Strategy 2021 – 2030 – The primary aim of the Strategy is to reduce deaths and serious injuries on Irish roads by 50% by 2030

·       Government Phase 1 Action Plan 2021 – 2024 – The aim is to reduce fatalities on Irish roads by 15% and to reduce serious injuries on Irish roads by 10% by 2024

·       Long Term Goal is to achieve Vision Zero by 2050 – i.e. zero road deaths or serious injuries by 2050

Kathryne Bohan went through the County Leitrim Road Safety Strategy 2023 – 2030 and the County Leitrim Phase 1 Road Safety Action Plan 2023 – 2024 in detail with the members.  The County Leitrim Road Safety Strategy 2023 – 2030 and the County Leitrim Phase 1 Road Safety Action Plan 2023 – 2024 are attached at Appendix to these minutes.  There are a total of 68 Action Items in the County Leitrim Phase 1 Road Safety Action Plan 2023 – 2024.
