Election of Cathaoirleach

Minutes:

The outgoing Cathaoirleach, Councillor Finola Armstrong McGuire addressed the meeting and   expressed her sincere thanks to Mr Joseph Gilhooly, Deputy Chief Executive & Director of Services, Economic Development, Planning and Infrastructural Services, the staff of Leitrim County Council, Leas Cathaoirleach of Carrick on Shannon Municipal District and fellow councillors  for their assistance and support during her term. Councillor Finola Armstrong McGuire also extended her gratitude to the many individuals and organisations that are working in the county and she expressed a huge thank you to all who have worked in response to the flooding and to COVID 19  and to every neighbour.  Cllr Finola Armstrong McGuire called out for a national call for a day to be given in lieu to staff who have worked during the COVID 19 pandemic and she looked forward to getting a handle on it over the next few months.

 

The Members congratulated Councillor Finola Armstrong McGuire for the fair and impartial manner in which she conducted her role as Chairperson of Carrick-on-Shannon Municipal District.

 

Councillor Finola Armstrong McGuire proceeded to deal with the first item on the agenda of the Annual Meeting of Carrick-on-Shannon Municipal District and invited nominations for the Election of Cathaoirleach of Carrick on-Shannon Municipal District.

 

Councillor Sean McGowan proposed that Councillor Paddy Farrell be elected  Cathaoirleach of the Carrick on Shannon Municipal District for the term 2020/2021.  This was seconded by Councillor Enda Stenson.

 

Councillor Finola Armstrong McGuire  invited any other proposal for the Election of Chairperson, for Carrick on Shannon Municipal District and no counter-proposal was proposed. Councillor Finola Armstrong McGuire  deemed Councillor Paddy Farrell   elected as Chairperson of Carrick-on-Shannon Municipal District for the term 2020/2021

 

Proposed by Councillor Sean McGowan seconded by Enda Stenson;

 

“That Councillor Paddy Farrell be elected Cathaoirleach of the Carrick-on-Shannon Municipal District for the term 2020/2021.”

 

On taking the role of Cathaoirleach Paddy Farrell thanked his proposer and seconder for the position.

Election of Leas Cathaoirelach

Minutes:

Councillor Paddy Farrell invited nominations for the Election of Leas Cathaoirleach of Carrick on-Shannon Municipal District.

 

Councillor Finola Armstrong McGuire proposed the nomination of Councillor Enda Stenson  as Leas-Cathaoirleach of Carrick on Shannon Municipal District. This was seconded by Cllr Sean McGowan.  Councillor  Paddy Farrell  invited any other proposal for the Election of Leas Cathaoirleach of Carrick on Shannon Municipal District, and no counter-proposal was proposed. Councillor Paddy Farrell deemed Councillor Enda Stenson elected as Leas-Cathaoirleach of  Carrick on Shannon Municipal District for the term 2020/2021. 

 

Proposed by Councillor Finola Armstrong McGuire, seconded by Councillor Sean McGowan;

 

“That Councillor Enda Stenson be elected Leas Cathaoirleach of the Carrick-on-Shannon Municipal District for the term 2020/2021.”

 

 

Cllr Des Guckian noted that he has been excluded for the 7th time the position of Cathaoirleach or Leas Cathaoirleach and he said this was discrimination and ungenerous and was letting yourselves down and this would do you no good in the long term.

 

Cllr Enda Stenson thanked his proposer and seconder for the position.

To agree dates and times for the schedule of meetings of Carrick on Shannon Municipal District

Minutes:

Ms Quinn confirmed that it is a matter for Carrick on- Shannon Municipal District to decide on the date and time of their meetings and the fixing of  Ms Quinn confirmed that it is a matter for Carrick on- Shannon Municipal District to decide on the date and time of their meetings and the fixing of  dates and times for meetings of Leitrim County Council would be discussed and agreed at the Annual Meeting. 

 

 

Proposed by Cllr Sean McGowan and seconded by Cllr Enda Stenson and resolved

 

“That the meetings of Carrick-on-Shannon MD take place on the 2nd Monday of every Month with the meetings being held at 10 am in the Council Chamber of Aras and Chontae. Carrick on Shannon”

 

Councillor Des Guckian said that he believed Carrick on Shannon Municipal District should make their own decision as to the dates and times of Carrick on Shannon Municipal District.  Councillor Des Guckian proposed that the Municipal District meetings should be held bi-monthly and the Council meeting should be held monthly to discuss issues relating to the County.

Any other matters relevant to an Annual Meeting of the Carrick on Shannon Municipal District

Minutes:

Councillor Finola Armstrong McGuire queried if a member was unable to attend a face to face meeting can they join the meeting remotely.

 

Ms Mary Quinn,  Director of Services,  Housing, Corporate Services, Community and Cultural Services confirmed that  a test was going to be carried out  today in that regard.
