To consider the Chief Executive's Report on the Part 8 Planning Proposal to construct a car park and upgrade the existing walking trail up to Mass Rock at Mullaghgarve.

Minutes:

At the outset of the meeting the Cathaoirleach Councillor Enda McGloin welcomed everyone to the meeting. He outlined that the Special Meeting had been convened to consider a Part VIII Planning application.

 

BMD.145.22                Part VIII Planning Proposal to construct a carpark and upgrade the existing walking trail up to the Mass Rock at Mullaghgarve, Co. Leitrim.

The Cathaoirleach, Councillor Enda McGloin invited Ms. Vivienne Egan, Senior Planner to provide an overview of the Part VIII proposal. The Chief Executives’ Report as circulated to the Members appears as Appendix 1 to the Minutes of this meeting in the Minute Book. Ms. Egan provided an overview of the report which provides for the upgrading of the existing trail, the construction of a pathway and timber boardwalk, along with the construction of thirteen spaces in a public car park to facilitate visitors to Mullaghgarve Mass Rock.

 

Proposed by Councillor Brendan Barry, Seconded by Councillor Paddy O’Rourke and UNANIMOUSLY RESOLVED:

 

“That the Chief Executive’s Report on the Part VIII Planning Proposal to construct a carpark and upgrade the existing walking trail up to the Mass Rock at Mullaghgarve, Co. Leitrim be approved.”

 

The members unanimously supported the proposal. They agreed that the development will improve access to the site and will increase the tourism offering in this part of Leitrim which has spectacular views of the surrounding countryside.

Any Other Business

Minutes:

With the consent of the Chairperson, Councillor Enda McGloin, Mr. Darragh O’Boyle provided an update on the following item:

 

           

1.      Landslide in Drumshanbo.

 

Mr. O’Boyle informed the Members that an emergency road closure on the local road L-7306 in the townland of Aghagrania, Drumshanbo is in place in recent days due to a land slide. He advised that the Council are in discussions with the landowner concerned with a view to the Council purchasing part of this land to facilitate the necessary works to enable the road to be reopened to the public. Mr. O’Boyle outlined that the Council will then prepare a design brief to address the issue and seek funding from the Department to fund the cost of the works. He stated that while it was initially proposed that the road closure would be temporary in nature, that due to the risk involved that the road will need to remain closed for the foreseeable future. Mr. O’Boyle acknowledged the inconvenience for residents, however, he stated that it was too dangerous to consider opening the road for local access.

 

This update was noted by the Members and they welcomed that the Council is actively seeking to address and remedy the matter.

 

Councillor Enda McGloin queried which Department will fund the works. Mr. O’Boyle stated that the Council will most apply for any funding available through funding streams available to address the impact of Climate Change.
