Election of Cathaoirleach

Councillor Ita Reynolds-Flynn proceeded to deal with the first item on the agenda. Councillor Paddy O’Rourke proposed that Councillor Caillian Ellis be elected Cathaoirleach of Ballinamore Municipal District for the term 2021-2022. Councillor Enda McGloin seconded the proposal. As no counterproposal was received, Councillor Caillian Ellis was deemed elected as Chairperson of Ballinamore Municipal District for the term 2021-2022.

 

Proposed by Councillor Paddy O’Rourke and seconded by Councillor Enda McGloin;

“That Councillor Caillian Ellis be elected Cathaoirleach of the Ballinamore Municipal District for the term 2021-2022.”

 

The outgoing Cathaoirleach, Councillor Ita Reynolds-Flynn expressed her sincere thanks to the Members, Staff and the Media for their co-operation during her term as Cathaoirleach.

 

On taking the role of Cathaoirleach, Councillor Caillian Ellis thanked his proposer and seconder for his nomination as Cathaoirleach of Ballinamore Municipal District and that he looked forward to his term in office. Councillor Ellis then moved to the next item on the agenda to elect the Leas-Cathaoirleach of Ballinamore Municipal District.

Election of Leas Cathaoirleach

Election of Leas Cathaoirleach

Councillor Ita Reynolds-Flynn proposed the nomination of Councillor Enda McGloin as Leas-Cathaoirleach of Ballinamore Municipal District. This was seconded by Councillor Caillian Ellis.

 

As no counter-proposal was received, Councillor Enda McGloin was deemed elected as Leas-Cathaoirleach of Ballinamore Municipal District for the term 2021-2022. 2

 

Proposed by Councillor Ita Reynold-Flynn and seconded by Councillor Caillian Ellis;

“That Enda McGloin be elected Leas Cathaoirleach of Ballinamore Municipal District”.

Councillor Enda McGloin accepted the nomination as Leas Cathoirleach of Ballinamore Municipal District. Councillor McGloin paid tribute to Councillor Ita Reynolds-Flynn and also wished Councillor Ellis well in his new role.

The members paid tribute to Councillor Ita Reynolds-Flynn for the manner in which she conducted her role as Cathaoirleach of Ballinamore Municipal District particularly in the context of a difficult year during the Pandemic. The Members also congratulated Councillor Ellis and McGloin on their appointments and Councillor Paddy O’Rourke on his appointment as Cathaoirleach of Leitrim County Council. Mr. Vincent Dwyer on behalf of the Executive thanked Councillor Ita Reynolds-Flynn for her contribution as Chairperson and he wished the members well in their new roles.

To agree dates and times for the schedule of meetings of Ballinamore Municipal District

Agree dates and times for Ballinamore Municipal District Meetings

Ms. Sinead Flynn outlined that it is a matter for the members of Ballinamore Municipal District to agree the dates and times of their meetings. She proposed to continue with the existing arrangement whereby the meetings are held on of the third Monday of every month at 11.00a.m. except in circumstances when the Monday falls on a Bank Holiday when the meeting would be held on the Tuesday.

 

Councillor Paddy O’Rourke enquired if the meetings would return to physical meetings from July onwards.

 

Mr. Vincent Dwyer outlined that it was a matter for the Elected Members to determine if their preference is to revert to meeting in person rather than the meetings being held online but that the meetings would have to comply with the public health advise in place at the time of the meeting.

 

The members unanimously agreed to return to have the meetings held in person in a suitable meeting facility that would be complaint with the current Covid 19 requirements. It was proposed that the ‘Scout Den’ may be a suitable venue to host the meetings. Ms. Flynn advised that the next meeting will take place on Monday 26th July, 2021 and that confirmation on the venue location will be provided closer to the meeting.

 

Proposed by Councillor Paddy O’Rourke and seconded by Councillor Gerry Dolan and unanimously resolved:That the schedule of meetings of Ballinamore Municipal District will take place on the third Monday of every month with the meetings being held at 11 a.m. in a suitable location in Ballinamore, Co. Leitrim.”

 

BMD.82.21

Any other matters relevant to an Annual Meeting of the Ballinamore Municipal District

Minutes:

Ms. Sinead Flynn undertook to update the members in relation to the venue for the July meeting of Ballinamore Municipal District and to circulate the schedule for meetings for the next year. This concluded the business of the meeting at 11.15 a.m. It was agreed by the members that the main meeting of Ballinamore Municipal District will commence immediately at the earlier starting time of 11.15 a.m.
